POSITION SUMMARY:
This is an advanced professional engineering position at full performance level. This position manages the technical/engineering aspects of the Bureau's Asset Management program as well as performs in a leadership and/or staff supervisory capacity managing the operations of an asset management team within the Bureau and implementation of the asset management initiative across the Department. This individual performs the duties of the Bureau Chief of Engineering during his/her absence.
CLASS DESCRIPTION:
Performs mid-management level and advanced engineering and/or architectural work under general supervision from an administrative or technical superior. Work involves managing the administrative, technical and budgetary affairs of a division or overseeing the activities of the Bureau of Engineering. Work includes preparing and maintaining an operating budget; projecting manpower needs, materials, and equipment; plans review, and resolving the most difficult engineering and/or architectural design problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Work includes managing the engineering and administrative affairs of the Asset Management program to include budget preparation and expenditure control, reviewing the most complex technical documents associated therewith, resolving difficult design and/or interpretations, and carrying out special projects as assigned. Participates in the coordination and development of the department wide asset management plan amongst the five bureaus.
Work is performed with direction from an engineering superior. Assignments require evaluative thinking and are carried out in accordance with functional precedents, practices, and policies. An employee in this class is responsible for seeing that major County engineering programs are carried out.
The Asset Manager manages the design and implementation of policies, practices, and processes to control and maintain the physical infrastructure under the purview of DPW. In the role of Asset Manager s/he shall develop methodologies for tracking asset lifecycle, inventory, locations, costs, age, conditions, return on investment, etc. Responsibilities include managing the business case development for capital improvement projects needing to be put forth into the CIP program.
The Asset Manager may receive specific project assignments of various natures; compiles information on current practices; contacts other jurisdictions, organizations, and other possible sources for their input into the system; analyzes this data for feasibility in comparison with the County's current system and sufficiency toward meeting the county's needs.
The Asset Manager participates in the maintenance of records of all Bureau/Division activities; prepares reports of activities including recommendations for budget, personnel, and procedural changes to increase efficiency.
The work includes considerable monetary responsibility for cost-effective design or for engineering analysis or planning that may reduce costs of construction or operations. The work includes extensive, diverse, and critical contacts with the public, contractors, developers, other agencies, and groups.
SUPERVISORY RESPONSIBILITIES:
May directly supervise up to four employees or assign tasks to others within the bureau/division substructure; carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
MINIMUM REQUIRED EDUCATION/EXPERIENCE:
Master's degree (M.S., M.E., MBA) or equivalent; and related experience and/or training; or equivalent combination of education and experience.
Experience and knowledge in the practice of asset management with Institute of Asset Management (IAM) certification.
Demonstrated knowledge, skill, and ability to enforce codes, ordinances, and regulations firmly, tactfully, and impartially.
Demonstrated knowledge of the principles, practices, methods of materials and use in construction work for water, sewer, roads, storm drains, storm water management, structures, buildings, and site development projects.

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Ability to travel to and move around various sites independently to oversee work, attend meetings and events, and perform other related work as needed.
