CityScape Engineering is seeking Water Resources Engineers (0-10+ years experience) to support our green infrastructure and community redevelopment projects in and around Baltimore City, Maryland. The Water Resources Engineer will support the design of green infrastructure projects, including the preparation of stormwater management, erosion and sediment control, and site design plans. All applicants must have a robust knowledge of stormwater hydrology and hydraulics. For experienced candidates, BMP design and experience preparing construction documents using AutoCAD or Microstation software is strongly preferred. Applicants should have a passion for promoting innovative and equitable urban design solutions for community greening and revitalization projects. Candidates are expected to travel to and work from our office in Baltimore City, Maryland.


Primary Responsibilities

• Support the design of innovative stormwater, drainage, and erosion & sediment control related to urban redevelopment, Public Park projects, Green and Complete Street, and environmental restoration projects per MDE, Baltimore City, or other local Maryland jurisdictional standards

• Perform hydrologic and hydraulic analysis of storm flows related to stormwater management calculations

• Perform hydrologic and hydraulic computations related to storm drain inlets, stormdrain pipes, and gutter flow

• Prepare site grading, drainage, stormwater management and erosion & sediment control plans

• Prepare drawings and construction documents using primarily AutoCAD and occasionally MicroStation software. Work will involve the preparation of profiles, plan sheets, details, and specifications associated with civil engineering design

• Prepare calculations and technical reports for stormwater, stormdrain, and erosion & sediment control designs

• Facilitate the regulatory stormwater and erosion and sediment control plan review and permitting process

• Estimate the quantities and cost of construction projects

• Perform construction oversight and verification of project installations

• Interact with and provide timely updates to co-workers, clients, subconsultants, regulatory reviewers, and project stakeholders to coordinate project needs

• Conduct occasional field work with other Team Members in and around Baltimore City to perform site evaluations to take field measurements

• Participate in community meetings (virtual or in-person depending on Covid-19 restrictions) and engage with diverse groups of City residents for project design development. Occasional evening or weekend meetings may be required, with compensation

• Demonstrate a passion for working in diverse communities on environmentally sensitive, community-driven restoration projects

• Candidates will be expected to work on multiple projects concurrently and meet project deadlines.


Job Requirements

• BS Civil Engineering, Biological, Agricultural, Water Resources, or Environmental Engineering. Master’s degree, EIT or PE designation is a plus.

• Knowledge of stormwater/hydrology/hydrologic design principles

• Knowledge of stormwater practice design, drainage area delineation, and practice sizing

• Ability to complete and analyze hydrologic and hydraulic models (TR-55, TR-20, HEC-RAS and/or similar)

• Proficient with Microsoft Office (Word, Excel, PowerPoint)

• Candidates should be adept in problem-solving, have strong computer and mathematical skills, be well organized, display effective communication skills, and have ability to work both independently and within a team environment


Job Preferences

• Engineer-in-Training or Professional Engineer

• Previous SWM/ESC design experience

• Ability to perform site grading using existing topography and contour lines

• Knowledge of Baltimore City, County, and/or MDE plan review and permitting process

• Knowledge of standard design and construction details for water, sanitary, stormdrain and stormwater infrastructure

• Proficient with AutoCAD (Civil 3D preferred) and/or Microstation design software

• Interest and ability to develop new client relationships

• Shows capability to manage portions of large projects or whole small projects independently

• Involvement with industry related associations/organizations is encouraged
