Marco V. Ávila, P.E.

2018 Civil Engineer of the Year

Marco Ávila, P.E. is a Senior Supervising Engineer and Certified Project Manager at WSP, with over 33 years of experience providing engineering and project management services for major infrastructure projects in the public and private sector, including transit, highways, bridges, and telecommunications. He has recently served as a program manager for mega projects overseeing quality assurance, quality control for the development of procurement processes, procedures and overall program/project coordination for the Maryland Transportation Authority (MDTA). In this role, Marco standardized procurement templates to reduce the overall timeframe of the contractor procurement process, including Request for Qualifications (RFQ), Invitation for Bids (IFB) and Request for Proposals (RFP) for design, construction, and maintenance contracts. He has been a third-party program manager on P3 projects and has a consistent track record of cost-effective project delivery experience.


Outside of being an active member of ASCE, Marco serves in leadership roles for several engineering societies. Marco is the immediate Past President of the Engineering Society of Baltimore (ESB). In his term, he was able to bring ESB to a new level by increasing membership by 150 new members and 10 new Societies, to a total of 550 members. He also led the approval and execution of ESB’s largest capital project to date, the construction of the Elevator Tower at the Jacobs Mansion, which will allow the building to fully meet ADA compliance. After serving as the President of ESB, Marco currently serves as the ESB/Engineers Week Chair, which leads coordination between ACEC and ESB. He has also committed to serve as one of the Trustees with the Education Foundation, which will provide annual scholarships to eight to 10 talented future engineers. Marco is Past- President of the American Society of Highway Engineers (ASHE) – Chesapeake Section, and is involved with Engineers without Borders.

 

Marco’s passion is community service, as evidenced by his more than 24 years organizing medical and dental missions to help children in need around the world. He is CEO and Co- Founder of the Healing Hands Foundation (THHF), a non-profit organization that provides free medical/dental services for children in need. THHF is dedicated to bringing medical professions together to change the lives of children with complex congenital malformations in areas lacking resources and surgical expertise. Marco is the Co-Founder of the Pink Petals Foundation, a non-profit organization that provides free reconstruction surgery for women that go through breast cancer treatment and cannot afford to pay for their breast reconstruction. Marco has also been a member of the Maryland Hispanic Chamber of Commerce for several years, volunteering to mentor high school students at annual symposiums, stressing the importance of a strong education and encouraging them to consider engineering as a profession.
