Duties & Responsibilities

Nature of Work: The primary purpose of this position is to develop, track, and improve asset management practices and processes throughout SHA through project, fund, data, and team management. The Asset Preservation Delivery Division (APDD) works to build the statewide prioritized needs list and deliver projects that keep roadway safety assets in good condition. This includes managing system preservation funds and building consistent project development and delivery practices. The Asset Management Office (AMO) connects people, resources, and strategies across SHA and coordinates asset management practices and data for more than 75 asset types within 15 asset classes, including but not limited to pavements, bridges, environmental features, stormwater systems, traffic safety, and operations.


This position offers opportunities in project development and delivery, fund management, and roadway asset best practices. Key responsibilities include overseeing engineering designers on roadway safety enhancement projects through preliminary design and managing daily expenditures, allocations, and capital fund forecasting. This requires data tracking and analysis of project development progress, schedules, permitting needs, and related activities across multiple teams and partners, internally and externally. The role regularly coordinates with SHA Districts and engineering, planning, and business offices to support state-of-good-repair needs. It also includes preparing reports, white papers, agreements, and other documentation of meetings and agreed-upon procedures.


Additional responsibilities include monitoring capital, operations, and maintenance needs, and identifying innovative solutions that support the delivery of systemic asset preservation projects. This includes data modeling and interpretation for decision-making and prioritization. The position oversees AMO support staff, supervises consultant teams, manages consultant tasks, and provides technical and funding guidance to stakeholders.


The System Preservation Projects Program Manager should understand project development and delivery for safety and mobility projects; fund management concepts such as cost-benefit analysis, budget implementation, and enforcement; and asset management best practices, including data tracking, preventive maintenance, and collaborative planning with partners and stakeholders.


Job Requirements

MINIMUM QUALIFCATIONS:


Education: Possession of a bachelor's degree in engineering from an accredited college or university.


Experience: Five (5) years of experience in professional engineering.


Selective Qualification: Three (3) years of experience in transportation engineering or project management involving planning, design, data analysis, or project development for infrastructure assets, including activities related to asset preservation, safety, or mobility improvements, or fund and budget monitoring. Experience may come from disciplines such as roadway, traffic, structures, water resources, geotechnical, environmental, or other related fields.


Job Preferences

The ideal candidate should possess the following:


Knowledge of project development and delivery, including:

Tracking project development progress,

Project management,

Permitting needs and requirements,

Engineering design for safety and mobility, which could include American Association of State Highway and Transportation Officials (AASHTO) requirements, highway geometry, Americans with Disabilities Act (ADA) or signage.

Knowledge of fund management, including:

Implementation and enforcement of budgets,

Forecasting and projected spending,

Cost-benefit evaluation.

Knowledge of transportation infrastructure asset management and system preservation programs:

Asset life-cycle analysis,

Life-cycle processes of planning, engineering, construction, operations and maintenance,

Development of target strategies for preventive maintenance and upkeep,

Data interpretation, analysis and modelling to aid in prioritization and decision making.

Ability to identify, understand and apply cutting edge asset management concepts and best practices.

Ability to develop and present recommendations to management in a clear, concise and audience-appropriate manner.

Ability to work independently, take initiative and exercise sound judgement aligned with SHA’s needs and goals.

Ability to collaborate effectively in diverse groups, and coordinate and communication across offices and teams.

Proficiency with Microsoft Excel and related data management or database tools such as ArcGIS suite such as Pro, AGOL and Dashboards.

Ability to establish and maintain productive working relationships with peers, stakeholders, and customers.
