Duties & Responsibilities
Nature of Work: The Assistant Division Chief of Highway Hydraulics Division (HHD) assists in the supervision, management, and administration of HHD, including training, coaching, and workload management. The Assistant Division Chief plans, coordinates, and reviews activities related to the design and permitting of highway drainage, stormwater management (SWM), and erosion and sediment control (ESC) for transportation projects, ensuring compliance with regulatory requirements for SWM, ESC, and dam safety. This includes supervising licensed professional engineers and non-licensed engineers who manage projects and programs. This position assists with the delivery of Fund 74 drainage improvement projects and the development of procedures, technical guidelines, design standards, and specifications. With the Division Chief, this position ensures sufficient technical and staffing resources for project development and coordinates closely with all Office of Highway Development (OHD) divisions. Technical duties include oversight of water resources projects and studies, coordination of environmental permits for project development activities, and support for projects in design and construction.
Job Requirements
MINIMUM QUALIFICATIONS:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience: Two (2) year of experience managing engineering projects as a licensed, professional engineer.
Selective Qualification: Three (3) years of experience in water resources and/or environmental design, plan review, project management, or program management. One (1) year of the applicant’s experience must include direct supervision of engineering staff performing drainage or stormwater management design for transportation projects as a licensed professional engineer.
Job Preferences
The ideal candidate will possess the following:
-Familiarity with Maryland stormwater management and erosion and sediment control design standards, drainage law, environmental regulations and permitting requirements
-Expertise with reviewing plans and calculations for stormwater management, drainage systems, and erosion and sediment control
-High proficiency in reading and interpreting technical reports, design plans, schedules, special provisions, estimates, design, and regulatory guidelines.
-High proficiency in writing letters, memorandums, and technical reports
-Experience in supervising, delegating, and in managing multiple projects and priorities
