Duties & Responsibilities

Enter and update information to, and maintain integrity of the Office of Real Estate Management System (OREMS);
Use Geographic Information Services (GIS);
Read and interpret plans/plats;
Research external customer requests to purchase/lease SHA property. Request/review appraisals;
Negotiate sales/leases, prepare legal documents (i.e. leases);
Conduct property settlements;
Prepare Board of Public Works packages for properties (for approval) that go through the State Highway Administration clearance process;
Negotiate complex acquisitions, including preparation of complex technical and/or legal documents;
Research complex prior rights and title claims.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Ability to read and interpret maps, deeds, plats and plans;
Ability to negotiate for the acquisition or sale of real estate;
Ability to assemble and interpret information from a variety of sources;
Ability to prepare bid packages, option contracts and condemnation filings;
Ability to communicate effectively as a witness in trials and in public meetings and hearings;
Ability to establish and maintain effective working relationships with employees, engineers and the general public;
Knowledge of Federal, State and local real estate laws, standards and guidelines such as the Uniform Relocation and Real Property Acts;
Knowledge of the court system, its records and its rules;
Skill in preparing accurate cost estimates;
Skill in abstracting and interpreting real property land titles and financial instruments;
Skill in solving real estate related issues;
Skill in reading maps, deeds, plats and plans.
Bachelors degree from an accredited college or university;
Four (4) years of experience with a condemning authority providing acquisition, relocation assistance or property asset management services.
Additional experience in professional or technical real estate work with a condemning authority may be substituted on a year-for-year basis for the required college education.
