Duties & Responsibilities
Premier Staffing Source, Inc. is seeking a Civil Engineer for a temp to perm position in Baltimore, MD. The selected individual will perform professional supervisory and administrative civil engineering work.
Reviews and analyzes consultants' responses for projects. Prepares agreements and assists others in agreement preparation. Assists in consultant evaluation for GSSL selection.
Operates and/or supervises the operation of computers used in the development of capital projects, including GIS and computer aided drafting and design. Operates and/or supervises the operation of computers to conduct various engineering related studies and to solve technical design problems.
Participates in price proposal conferences with consultants, analyzes proposals, negotiates proposals, and prepares consulting agreements.
Prepares reports, studies, recommendations, and correspondence.
Provides advice and consultation to other governments, private agencies, and individuals regarding issues related to the Department.
May act as spokesperson, hearing officer, or expert witness. Responds to special projects of the Department. Performs other related duties as required.
Possession of a certificate of registration as a Professional Engineer in the State of Maryland and six years' field or office engineering experience.
Thorough knowledge of the theories, principles, and practices of engineering. Thorough knowledge of engineering design procedures and standards. Knowledge of construction and inspection techniques.
Skill in applying engineering principles and practices. Skill in the preparation of reports, correspondence, and other documents. Skill in preparing detailed analysis of engineering projects, proposals, and agreements. Skill in the review and drafting of engineering plans. Skill in solving engineering problems. Skill in conducting field investigations and inspections.
Ability to learn and interpret codes, regulations, and standards. Ability to read, prepare, and interpret maps, plans, and specifications. Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to operate computers and peripheral equipment used to perform drafting and design work and conduct engineering studies.
Knowledge of County and Departmental rules, regulations, policies, and procedures. Knowledge of County engineering standards and codes. Knowledge of supervision and administration of engineering programs. Knowledge of the principles, practices, and techniques of computer aided drafting and design. Knowledge of computers and software used in GIS, computer modeling and engineering studies.
Skill in the interpretation of laws, codes, and standards. Skill in the preparation and interpretation of maps, plans, and specifications. Skill in the administration and management of engineering programs. Skill in coordinating the work of the section with the goals and mission of the County and Department. Skill in the negotiation and preparation of price proposals and consulting agreements. Skill in performing computer aided drafting and design. Skill in the operation of computers and peripheral equipment to conduct engineering studies and solve technical problems.
Licenses and Certificates: Possession of a certificate of registration as a Professional Engineer in the State of Maryland is required at the time of appointment. Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license
Physical and Environmental Conditions: The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
34 hours per week
M-Th: 7:00 AM - 3:00 PM OR 8:00 am – 4:00 pm
Fridays: 7:00 Am - 2:00 PM OR 8:00 am – 3:00 pm
