Project Description

The I-95 Northbound Express Toll Lanes Extension, Contract KH-3009 was an approximately seven-mile corridor improvement in Baltimore and Harford Counties that addresses one of the most congested and safety-critical segments of I-95 in Maryland.

Completed in 2025, this $189 million project added two new express toll lanes while maintaining four active general-purpose lanes, all within a highly constrained corridor carrying more than 150,000 vehicles per day.

The project team delivered a series of innovative engineering solutions, including major bridge replacements over the Big and Little Gunpowder Falls, long-span structures that reduced the number of in-stream piers, minimized environmental impacts, and lowered the project’s carbon footprint.

Complex challenges—including tight right-of-way constraints, a critical 108-inch water main, evolving stormwater regulations, and sensitive environmental resources—were addressed through creative design approaches and coordinated permitting strategies.

The result is a safer, more reliable corridor that improves traffic flow, reduces congestion, and enhances mobility for thousands of daily commuters and freight movement along one of the East Coast’s most important transportation routes.
