In March of 2017 the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) was approached by a prospective new cargo operator that wanted to begin cargo operations at BWI Marshall by May 2017, with up to three aircraft parking positions and infrastructure to support the cargo handling operation. The operations would then ramp up to six aircraft positions by November 2017.  The existing cargo facilities at BWI Marshall needed a series of immediate improvements and reconfigurations to allow for the start of operations and then MDOT MAA undertook a series of interim and long term improvements to double the size of the operation to meet the year-end deadline.  The presentation will outline the history of the facility, the short, intermediate and long-term projects undertaken by MDOT MAA to meet the unique program requirements and the projects that were successfully executed to make the operation a reality.
